PREF-CEMAC’S FOLLOW UP ON THE IMPLEMENTATION OF 1ST PILAR

 “This followup by the Economic and Finance Reforms Program of the Cemac(PREF-CEMAC ) was aimed at examining the  budgetary policy of the Cemac which is the first Pilar. it’s level of realisation, putting emphasis on the on the reinforcement of the fiscal policy, the rationalization of the financial management of the states, the rationalization of the amelioration of the quality and the effectiveness of public expenditure, harmonization of budgetary rules and the amelioration of the coordination of policies”.

 In this first Pilar according to the follow up committee, the reports of the various countries has to be transmitted at the technical Secretariat of the PREF-CEMAC for the follow up of the evaluation of it’s putting in place. The committee added that in the absence of  the said reports, the evaluation of the various decisions put in place by the States becomes a difficult task to tackle. There is therefore place for the various states representatives at the level of their follow up center  to provide to the Permanent  Secretariat, the necessary items for evaluation, in conformity with the monitoring tools that have been transmitted to them.

 The follow up committee while examining the 1st Pilar outlined that only the Central African Republic, Gabon and Tchad have transmitted their 2023 semester report on the implementation of the PREF-CEMAC , calling on the other member countries to reach out to the Permanent Secretariat  of the PREF-CEMAC their various reports in order to wrap up with the report.

The follow up committee went further to reinforce  the mobilisation of non-petroleum products. Indicating that the Central African Republic on it’s part has implemented the electronic governance project of the public sector approved by the world Bank in May 2022, which gave way for the launching of the interconnection process of Sydonia-word with the information of the commercial banks. It equally indicated that in Congo, the government has launched the vulgarisation of the biometric NIU that gives ways to trace the entire transactions, facilitate the enlargement of it’s tax base at the level of the 2024 exercise program. Gabon on it’s part has modified it’s fiscal policy integrating it in the Initial Finance Law of 2023, a disposition to promote tax compliance, enlarge tax base and the amelioration of the continuous habit of the Gabonese fiscal system. Tchad on it’s part during the revenue deficit period implemented strategies to improve on the collection and security of interior resources.

The follow up committee in this first Pilar went also in the limelight of rationalising the financial management of the states, optimize the management of the public treasury in order to reduce the opportunity cost tied with the dispersion of public debts. The rationalization and improvement of the quality of effectiveness of the public expenditure that is, driving the bugetary policy targeted in line with the public expenditures. Harmonisation of the bugetary rules and improving the bugetary policy.

Statics were drawn for the level of implementation of countries between 2020 and 2022

Cameroon takes 2nd position for 2020 and 1st position for 2022, Gabon ranked first position in 2020 and 2nd in 2022, Congo 3rd in 2020 and 4th in 2022, Tchad 4th in 2020 and 3rd in 2022, Central African Republic ranked 5th in 2020 and 2022 while Equatorial Guinea on it’s part 6th position in 2020 and 2022..

The follow up committee in it’s missions says it encountered a number of difficulties amongst them;

Transparency, the non publishing of reports of the court accounts indicating that most of the account chambers except Cameroon produce their reports on the execution of the finance law without being published reasons for delay in production.

The absence of production reports on natural resources

The weak participation of the civil society and several others .
